Stamp out bullying

Bullying was a news topic in the UK last week, but where does bullying collide with science? Blogs and other social media seem to be one arena, no doubt Isaac Newton (who appears on a new UK stamp, see below) would have used these tools in his tactics towards Robert Hooke. Stimulating innovation?

How should Governments try to stimulate innovation? And where should Universities and other Institutes fit into that map?  These are some of the questions that a report, just landed on the Editor's desktop, aims to answer from experience in the UK.
