Stamp out bullying

Bullying was a news topic in the UK last week, but where does bullying collide with science? Blogs and other social media seem to be one arena, no doubt Isaac Newton (who appears on a new UK stamp, see below) would have used these tools in his tactics towards Robert Hooke. Stimulating innovation?

How should Governments try to stimulate innovation?
